Land Use Decisions: A City Council Faces the Declaration of Independence and the Constitution. Keying off many decades of exploring the meanings of democracy as a teacher and eight years on the Idaho Falls City Council, Jim Francis will confront the audience with the complexity of decision-making when it involves land use including zoning. The audience will be placed in the role of a city council and be required to make the decision as to how a parcel of land in a city will be zoned. As a city council, the audience will hear from three interest groups, all directly affected by the council's decision. In the end, the audience will be asked to defend their decision in the light of the purpose of government as expressed in the Declaration of Independence.
